Critical IPE deems decision-making processes and the construction of public policy to be a special relationship between the state and the international organizations (Cammack 2007). This being so, IPE theoretical standpoints still ignore key aspects linked to actors’ relationships, the intersection between power, material resources and ideas. In other words, the excessive focus on macro-level structures to explain developments in the global political economy sidelines empirical questions about dynamics, relationships and channels of interaction between key actors and their material and non-material resources.

The chapter opens with a description of the problem of corruption in Argentina and analyses actors, approaches, incentives and local initiatives to curb corruption. In particular, it focuses on the local experts and organizations that form a national ‘epistemic community’ that not only motivated the anti-corruption agenda in the country, but also set a theoretical precedent for a new way of making policy. It then explores the engagement of the World Bank in networking activities with local actors to advance anti-corruption on the ground.

They have even been referred to as ‘globalizers’ (Woods 26 Advancing Governance in the South 2006). By extension, the general thrust of mainstream analyses of global relations involving international institutions and developing countries has been simply in terms of how global rules impacted on the choices of policy-making of developing countries (Phillips 2005: 33). Many studies have documented the influence of the major industrial states, especially the US, and more recently of northern NGOs, on directives and agendas of the IFIs (Payer 1982; Wade 1996, 2002).
